Rebellion does mean rise up and conquer or dispose of the government or leaders of the world . They have risen to the top or positions of power because we put them there.
The trouble is when they are allowed to rule they forget our agenda and replace it with their own and we the people in general suffer for it. passive rebellion says "don't just place people in positions of power," it says "to hold them to account and rebel by letting them know on a regular basis we the people have the power, not them, and we the people can remove them." So keep passively rebelling, keep showing and telling them what you want and keep telling them when they get it wrong.
